I think ur close to rite -- The Isetta used a BMW drive line --- I THINK BMW made the Brougham, a two door version --- yup it had a back seat !! 

Borgward is another car which, I don't think is related ---

I think the car that you are thinking of is the Isetta, which I believe was
made by BMW.  To see this car, go to:  http://www.weymouth.gov.uk/isetta/
