I think the origional poster was referring to one of those big chrome, 
all metal tire covers.  I've seen them before, but I'm not sure where 
you'd buy one.  They really do look cool.  But I'd imagine they aren't 
exactly cheap.  I've seen one that has the Met hubcap at the center, and 
the license plate was moved down to the bumper.  From the factory I 
believe that Met's came with a fabric spare tire cover and the metal 
centerplate that holds the license plate.
